1 - Why Vaccinations Are Important for Pets Moving to Dubai

Dubai's pet import regulations are in place to protect not only your pet but also local animals and the environment from potential diseases. The government requires pets to have certain vaccinations to ensure they’re fit for travel and free from diseases that could put other animals (or humans) at risk.

Here’s why staying on top of your pet’s vaccinations is non-negotiable:

  • Compliance with UAE Regulations: Without the necessary vaccinations and certification, your pet will not be allowed to enter Dubai.
  • Protecting Your Pet's Health: Preventing life-threatening illnesses such as rabies and parvovirus ensures your furry friend stays happy and healthy.
  • Ease of Travel & Entry: Up-to-date vaccination records make the customs clearance process a breeze, avoiding unnecessary delays or quarantine.

2 - Essential Vaccinations for Pets Moving to Dubai

The UAE government has clear requirements for pet vaccinations, which vary slightly based on the type of animal you’re bringing. Your veterinarian must provide an official vaccination record or pet passport listing all administered vaccines.

Below is a breakdown of the required vaccines for cats and dogs.

1. Vaccinations for Dogs

All dogs entering the UAE must be vaccinated for the following diseases:

  • Rabies Vaccine: The most critical requirement. Your dog must have received their rabies vaccine at least 21–30 days before travel and no more than 12 months in advance.
  • Canine Distemper Virus (CDV)
  • Canine Parvovirus (CPV)
  • Leptospirosis
  • Adenovirus (CAV): Protects against canine hepatitis.

These vaccines must be administered at least 21 days before travel if your dog is receiving them for the first time or if the previous vaccinations have expired.

2. Vaccinations for Cats

For your feline travel companions, the following vaccinations are required:

  • Rabies Vaccine: Like for dogs, cats must be vaccinated for rabies 21–30 days before travel and within the past year.
  • Feline Rhinotracheitis Virus (FHV): Protects against feline herpes virus.
  • Feline Calicivirus (FCV)
  • Panleukopenia (FPV): Also known as feline distemper.

Like for dogs, the vaccines must be administered at least 21 days before travel.

Additional Notes for Specific Pets:

If you’re bringing a pet from a rabies-controlled or "high-risk" country, your dog or cat may also need to pass a Rabies Titer Test. This test measures antibody levels to ensure vaccination effectiveness (we’ll cover this in detail below)

For birds, rabbits, or exotic pets, contact the UAE Ministry of Climate Change and Environment (MOCCAE) for species-specific requirements.

3 - Understanding the Rabies Titer Test

If your pet is traveling from a country that’s not on the UAE’s “rabies-free” list, they’ll need to undergo a Rabies Antibody Titer Test (often called the FAVN test).

What Is a Rabies Titer  Test?

The Titer Test measures the level of antibodies in your pet’s blood to confirm their vaccination against rabies is effective.

How Does It Work?

A licensed veterinarian will draw a blood sample and send it to an approved laboratory for testing. The lab must certify that your pet’s antibody levels meet UAE standards (at least 0.5 IU/ml).

When to Do It?

The test must be conducted at least 90 days before travel to confirm immunity. Some approved labs include EU-based laboratories or internationally recognized ones like IDEXX.

4 - The Pet Health Certificate: All you need to know

In addition to vaccinations, you’ll need to secure a Pet Health Certificate to travel with your pet. This certificate is mandatory for entering Dubai and serves as official proof that your pet is healthy, disease-free, and fit for travel.

What Is a Pet Health Certificate?

It’s an official document issued by a licensed veterinarian in your home country, certifying that your pet meets all the health and vaccination requirements for entering Dubai.

How to Obtain a Pet Health Certificate

The process for obtaining the certificate involves a series of steps - Here’s a breakdown:

  1. Visit a Licensed Veterinarian:
Your vet will examine your pet to ensure they’re healthy and free of diseases.
  2. Complete the Needed Tests and Vaccinations:
Ensure all required vaccinations are administered, documented, and up to date.
  3. Microchip Certification:
Make sure your pet has an ISO-compliant microchip implanted, and include the microchip number on the certificate.
  4. Rabies Titer Test Results: (if applicable)
For pets traveling from high-risk countries, attach the official lab results of their Titer Test.
  5. Health Certificate Issuance:
Your veterinarian will issue the health certificate after completing all the previous steps
  6. Attestation by Authorities:
Depending on your country of origin, you may need to have the health certificate endorsed by:
    • Your country’s Department of Agriculture or Veterinary Authority, and/or
    • The UAE Embassy. Check your local regulations.

Validity of the Pet Health Certificate:

  • The certificate is valid for 10 days prior to travel. Make sure your pet’s travel falls within this period to avoid redoing the process.

FAQs About Pet Vaccinations and Health Certificates in Dubai

1. Can my pet skip vaccinations if they’re indoor-only?

No. UAE regulations require vaccinations for all pets entering the country, regardless of where they’ll be housed.

Attestation may not be necessary for certain countries. However, reach out to the UAE Ministry or your vet to confirm requirements based on your location. You can also contact us to get help from a Pet Relocation Agent.

3. Are repeated vaccinations necessary for pets who already had them recently?

As long as your pet’s vaccinations were administered within the past 12 months, and the documentation is valid, re-vaccination isn’t required.

All in all, vaccinations and health certifications are non-negotiable when you’re planning to bring your pet to Dubai, but the process doesn’t have to be overwhelming.
